William (Bill) Hastings, City of Katy Police Department, Katy, Texas.

Bill Hastings has a long history of incompetence and racism which cost the City of Katy MILLONS of taxpayers' dollars. As the corrupt assistant Chief, he made a raid of what he considered to be "Mexicans" only to find out they were actual legal residents and citizens, they ended up suing the City of Katy and cost the city millions. Just recently in 2017, Bill Hastings was reprimanded for making racist comments to a City of Katy employee and he because so upset he resigned and run for mayor of the City of Katy. Click here for the official document of the reprimand.

A telephone call was received in which Timothy Preib makes a confession with very serious allegations against Bill Hastings. Unfortunately, the statue of limitations to investigate and persecute these matters is long expired.

Also, that Mayor Brawner put in place personnel in-charge of Emergency Management System (EMS). During Harvey the Mayor learned the main person did not fulfill her duties of preparation before the hurricane nor requesting equipment or personnel from the National Reserve as indicated in the EMS Procedures, so she was fired. There is no doubt that she did not even send simple forms to request aid and during Harvey the area congressman then called Mayor Brawner concerned they did not receive any requests for help.

After the firing of the EMS person Mayor Brawner hired a qualified person to revise and prepare in case other hurricanes arrive in the area. However, ex-Chief of Police Bill Hastings and his wife Susan Hastings were very angry about this firing because the person fired is a good friend of Susan Hastings and now Bill Hastings ran against Chuck Brawner for mayor to get back at him and also plan to rehire the person that did nothing during Harvey. The City of Katy even hired an investigation company because they did not trust good ol' boy Bill Hastings and found the firing of the EMS person was justified. The investigators also initiated a criminal investigation to find out if they were cheating on their time sheets as well.

At the moment they have dismissed some issues from the Federal Lawsuit, but kept some too. As of 5/15/2019 issues remained against Chuck Brawner and Fire Chief Russell Wilson.

Just this week, we found out that the Fort Bend County DA is charging 47 people with human trafficking girls, some from Katy ISD and others with illegal gambling going on at the Katy Star in front of the McDonalds right in the middle of our city. Note these hideous crimes are being conducted so near our Katy ISD schools. Katy Star is in the middle of the City of Katy and illegal gambling was going on right under the police nose. At very least this shows Hastings is totally incompetent. But if the DA finds he knew, then that is another level since complicity of these crimes would be a serious crime.

How is it possible these crimes were being perpetrated almost in public without Hastings knowing?

Although abuse of power and perjury complaints have been filed and his past criminal history have been available of City of Katy Policeman Sean M. Kiley, the City of Katy, Texas City Mayor Fabol R. Hughes,. Ex-Mayor Don Elder Jr., City of Katy Police Chief William Hastings, Byron Woytek and Captain Gay Dickerson have been protecting him at all costs.

We have information Captain Gay Dickerson, from the City of Katy Police Department has:

1. Lied and omitted evidence to the Texas Rangers,

2. Lied to the Fort Bend County District Attorney's Office,

3. Lied to the the Harris County District Attorney,

4. Lied to the FBI,

5. Conspired with ex-convicted criminal Officer Sean Kiley and others to imprison an innocent person, and

6. Conspired to cover-up the evidence.

Although complaints were made to City Mayor Fabol R. Hughes, Ex-Mayor Don Elder and Chief Bill Hastings they continue to protect these individuals and continue to conspire to cover-up the evidence.

This man is not credible and should not be allowed to testify in court in any civil or criminal matters.
